At the 22nd China IT Users Satisfaction Degree Conference and the Forum on the Role of New Information Technology in Supporting High-Quality Development of New Industrialization, the National Industrial Information Security Development Research Center (The First Electronics Research Institute of the Ministry of Industry and Information Technology) announced the selected cases for the 2023 Digital Transformation and Independent Innovation Solutions with the theme “Empowering with Digital Intelligence, Leading Innovation”. Bluestar Intelligent HSE System, backed by profound technological expertise and extensive industry application practices, secured its position among the chosen solutions.
The solicitation and selection of the “Empowering with Digital Intelligence, Leading Innovation” 2023 Digital Transformation and Independent Innovation Solutions were jointly organized by the National Industrial Information Security Development Research Center, China Communications Construction Group Co., Ltd., and China National Offshore Oil Group Co., Ltd. The event aims to elevate the quality of independent innovation products and technological innovation capabilities, support the construction of independently controllable infrastructure in key industries, expedite the digital transformation process in these sectors, foster the digital upgrade of key industry supply chains, and propel the digitalization, networking, and intelligence development in key industries.
The Bluestar Intelligent HSE Platform stands as a pivotal initiative by the company’s digital office to actively implement the upgraded requirements for “Industrial Internet + Hazardous Chemical Safety Production” management set forth by the emergency management office. Aligned with “Sinochem Holdings Online” digital transformation strategy, and the specific action requirements of “Smart Factory + Intelligent HSE”, the platform emphasizes seven key business functions including management of major hazard sources, unconventional operation management, dual prevention mechanisms, intelligent inspections, personnel positioning management, and video monitoring for unsafe behavior recognition. Effectively realizing a closed-loop business management cycle of risk identification, monitoring, early warning, and continuous improvement, it has significantly elevated the company’s intrinsic safety levels.
Through the integration and visualization of data from five key business areas: systematic enterprise dual prevention, intelligent inspections, unconventional operations, major hazard sources, and personnel positioning, the platform provides a clear view of key risks for the systematic enterprise. Since its launch, it has successfully addressed 40 major hazard sources, 3,000 process points, 2,100 video points in key areas, and incorporated real-time location data for over 3,000 frontline employees. It has also reported more than 4,700 risk records and over 26,000 job ticket data to Sinochem Holdings, yielding tangible results in “clear risk visibility, precise management, effective execution, and controlled risk”.
Building upon the foundation of the Intelligent HSE Phase I project, Bluestar will persist in aligning with Sinochem Holdings’ “Smart Factory + Intelligent HSE” construction requirements, integrate safety production information systems into the Intelligent HSE Platform, expand regulatory coverage, and employ cutting-edge technologies such as video AI and GIS maps to depict on-site risk conditions authentically and accurately.
On December 26th, Sinochem Holdings unveiled the assessment summary for 2023 “Smart Factory + Intelligent HSE”. Bluestar excelled in HSE, production, procurement, marketing, and R&D, scoring higher than the industry average in each business sector. Elkem Xinghuo Silicones claimed the top position among the 93 third-tier enterprises, securing a score of 72.02.It was recognized as the 2023 “Smart Factory + Intelligent HSE” Star Enterprise and received a championship accolade in digitalization of process and operational management. Lanzhou Silicon was acknowledged for its excellence in unconventional operation digitalization, receiving the singular application champion accolade.
Amidst the digitalization trend of 2023, Bluestar is systematically advancing the construction of “Smart Factory + Intelligent HSE”, aiming to comprehensively strengthen and upgrade precision management and HSE risk prevention, thereby fortifying the foundations for industrial development and profitability. The company has successfully completed digital transformation projects including the Intelligent HSE Platform for domestic enterprises, the Adisseo Intelligent Warehousing Logistics Platform, Lanzhou Silicon automatic furnace pouring robot, and Elkem Xinghuo Silicones electronic production card.
